2010 LEGISLATIVE AGENDA

 

STATEMENT OF SUPPORT:

The Executive Board of the South Dakota School Superintendents Association; acting on behalf of its membership, wishes to inform the Governor, State Legislators, and Department of Education that the school superintendents support the following:

 

  • Maintain the current state-aid formula as provided in state statute which projects a minimum 1.2 percent increase for FY2011.
  • Maintain the increasing/decreasing enrollment formula for qualifying school districts.
  • Maintain a sparsity factor for qualifying school districts.
  • Provide fiscal support for educational service agencies.
  • Allow local school districts to determine the level of general fund balances.
  • Maintain local school district authority to set the school start date.
  • Establish standards for pre-school educational opportunities.

 

STATEMENT OF OPPOSITION:

The membership of the South Dakota School Superintendents Association is opposed to any legislation which would:

 

  • Redistribute other revenue sources.
  • Provide funding for charter schools not under jurisdiction of local school districts.
  • Provide funding for a voucher system.
  • Change the South Dakota Retirement System retire/rehire regulations.

 

LEGISLATIVE CONSIDERATION FOR THE FUTURE OF EDUCATION:

 

  • On behalf of the children of South Dakota, the South Dakota Superintendents Association urges the Governor, Legislature, and Department of Education to develop an additional revenue source earmarked for state-aid to education.
